High Risk Offender Program at WSPF Boscobel

Wisconsin Secure Program Facility (WSPF), Boscobel, has a new system as of Feb. 15th, 2006, in which the 'High Risk Offender Program' is the replacement of the 5 levels system. Now there are 3 colors, of which 'Red' is the most restrictive, and 'Green' the least restrictive. Here is the Manual:
